The Cascadia subduction zone is a 960 km (600 mi) fault at a convergent plate boundary, about 112-160 km (70-100 mi) off the Pacific Shore, that stretches from northern Vancouver Island in Canada to Northern California in the United States. It is capable of producing 9.0+ magnitude earthquakes and tsunamis that could reach 30m (100 ft).

The Oregon Department of Emergency Management estimates shaking would last 5-7 minutes along the coast, with strength and intensity decreasing further from the epicenter.

The Seattle Office of Emergency Management hosted a housing recovery seminar in August of 2019. Subject matter experts from Texas shared their experiences with housing recovery in the aftermath of Hurricane Harvey. Christa López is Director of Housing Recovery for the Texas General Land Office and Sarah Labowitz is Assistant Director of Policy and Communications with City of Houston’s Housing and Community Development Department. Christa and Sarah have direct experience in addressing the short and long-term housing recovery activities following the impacts of Hurricane Harvey.
On August 25, 2017, Hurricane Harvey made landfall on the Texas coast, stalled over the Houston area and brought prolonged and widespread flooding. In Houston, over 24,000 families were displaced from their homes and the state of Texas estimates over 1 million homes were impacted. As a presidentially declared disaster, Congress appropriated more than $5 billion to the State of Texas for recovery assistance. The Texas General Land Office estimated the cost of damages from Hurricane Harvey at $160 billion.

- Disaster Planning phases: Preparation / Survival-Response / Recovery
- John showed the disaster planning wiki database and online documents: https://tinyurl.com/agrc-disaster-plan
- We need a list of residents with useful talents & skills - Frances will list some suggestions for the next meeting.
- In the disaster response phase, we can setup some cooking grills for community meals
- Frances is interested in getting an AED for Arrowhead.
- It's a good idea but there are signifcant hurdles to making it happen.
- Frances provided a contact at Office of Civil Rights - Marta Idowu - see WA.gov
- We need to identify special needs of residents, like oxygen.
- Floor Monitors probably have an idea of who has special need.
- DPG can suggest that people on oxygen have a unit in reserve.
- There are portable O2 concentrators (POCs) for $2-4K.
- Frances made the point that there are probably natural gas lines near Arrowhead.
- John proposed that DPG layout a schedule of topics and deliverables for 6 to 12 months with risks and mitigation.
- When DPG identifies risks/hazards it should also provide ways to mitigate or reduce harm.

- Shelter: plastic tube tent, jumbo plastic trash bag or bivy sack
- Extra food: at least one day's food for a short hike, that should require no cooking.
- Extra water: drinking water and the skills and tools to purify water
- Extra clothes: additional items may be needed if spending the night in the emergency shelter
The first five items are intended to prevent and respond to emergencies, the second five to safely spend one or more nights outdoors.

The Seattle Fault Zone, a previously undescribed, several-mile-wide area of crustal weakness, is described in 1992 by the prestigious journal Science. The huge fault runs from near Issaquah to under Lumen Field and T-Mobile Park, through Alki Point and Bainbridge’s Restoration Point to Hood Canal. The authors show that about 1,100 years ago a massive earthquake rippled across the Seattle landscape — startling news because few had suspected the fault’s existence. OEM Emergency Management Trainings
The Office of Emergency Management (OEM) works with Seattle communities to prepare, respond, mitigate impacts, and recover from disasters. As a city, we regularly hear from OEM throughout the summer as they warn us and prepare us for heat waves and wildfire smoke heading toward our region.
OEM also has resources available to the community to prepare for other emergency events. You can go to the department’s Event Calendar to learn more about their virtual training events including Disaster Preparedness: The Basics, where participants gain an overview of the hazards that can impact Seattle and steps you can take to develop a disaster plan, build a disaster supply kit, and organize with neighbors to become better prepared. Disaster Skills Workshops provide training on key skills including water storage and purification and emergency sanitation.

Your community group, school, or business can also request these trainings for your groups via the OEM Preparedness Training Request Form. OEM also has trainings available for neighborhood groups, workplace preparedness, and emergency planning for childcare providers, all accessible via that request form.

Disaster Skills Workshops covering fire extinguisher use, utility control, water storage and purification, and emergency sanitation are also available in English, Arabic, Amharic, Cambodian-Khmer, Chinese, English, Kiswahili, Laotian, Moldavian, Oromo, Romanian, Spanish, Somali, Tigrinya, Thai, and Vietnamese. You can schedule these trainings via the OEM Training Request Form.

Finally, OEM’s website has a plethora of online skills training videos available. You can learn how to shut off your gas or water, and how to use a fire extinguisher at the OEM website. This website also includes links to online courses available from the Federal Emergency Management Association, including Animals in Disasters: Awareness and Preparedness.

Some of the things you can do to prepare for the unexpected, such as assembling an animal emergency supply kit and developing a pet care buddy system, are the same for any emergency. Whether you decide to stay put in an emergency or evacuate to a safer location, you will need to make plans for your pets.
